Klevenberg was educated in the trade and advertising industry in England and Germany, among others. He became a member of the Nasjonal Samling in 1934 and held a number of positions of trust in the party, including as team leader in Gjøvik, county propaganda leader in Oppland and rural leader in Rikshirden. In 1940, he became deputy head of the party's press and propaganda department, first under the then "national program manager", minister Gulbrand Lunde, who died in the autumn of 1942, and later under minister Rolf Jørgen Fuglesang. On 15 April 1945, Klevenberg took over the position as NS's county manager in Vest-Viken (F. O. 7, that is Vestfold).
During the national treason settlement after the war, Willy Klevenberg was sentenced to eight years of forced labour, but was released after four years of serving and resumed work in his own advertising agency.
