Hoff visited several political and religious directions before he joined NS, Vidkun Quisling's nationalist and pro-German fascist party, on 14 June 1940. In the same summer, Hoff became circuit leader in Fredrikstad. In and as early as August, he became head of NS's county organization in Østfold ("Østfold F.O.") based in Fredrikstad, an area which was later expanded north to Romerike under the name "Aust-Viken". Hoff was also press manager in the county staff of NS in Østfold and contributed to stopping the publication of Dagbladet Glommen and Fredrikstad Dagblad in 1941.
In 1942, Hoff was transferred to Troms where he started as county manager on 1 November. Quisling appointed him as national leader of NS Trade Union Organization (NSFO) after Odd Fossum from 1 September 1944. In October of the same autumn, Hoff was given leave due to illness.
After the war
During the Landsvik Settlement after the war, the Court of Appeal in Sarpsborg sentenced Olav M. Hoff to forced labor for 15 years and loss of rights on 13 January 1948. The court placed particular emphasis on "Hoff's work for support for the Norwegian Legion, his involvement in surveying political opposition, the preparation of "jøssinglists" and his reporting of a large number of political opponents". Like many other NS actors, Hoff was pardoned after a few years.
